In its governance, the Board has established three (3) Committees consisting of:
- Strategy, Investment Promotion, Facilitation and Innovation Committee
- Finance, Human Resource and Administration Committee
- Audit and Governance Committee
The Authority’s Board of Directors comprises 16 members as per Section 16(i) of the Investment Promotion Act 2004, led by a non-executive Chairperson appointed by the President, government representatives from various ministries, and private sector members, along with the Managing Director, who also serves as the Board's Secretary.

Mrs. Sally Mahihu has served for 37 years as accomplished Attorney and Advocate of the High Court of Kenya, A Member of the Law Society of Kenya (L.S.K) and Commissioner for Oaths, and has various other memberships.
Mrs. Mahihu has vast expertise in various aspects of the law including but not limited to International Operations Law of the United Nations (UN), International Law of the Sea, Land Law and conveyancing, real estate development, projects & developments, Banking, finance, securities and banking lending instruments, and Commercial and business law construction and development among others.
Founder and Chief Executive Officer of the Seasoned Woman, Seasoned Mentor, Coach and Trainer on: Leadership, Business, Entrepreneurship, Relationships, Careers and Life skills to individuals, groups and corporate organizations
She has been recognized with awards of: Friendship by the WEMA Trust, a rehabilitation center for street children, The Susan Maxine Gibson, Global Messenger of Hope Award, from the I Change Nations (ICN) Organization, USA and The Dr. Christine Kozachuk, Guiding Light Award from Every Girl Wins Institute, USA.
Mr. Richard Ipero Omelu is the Chief Executive Officer of the Exports Processing Zones Authority, a State Corporation under the Ministry of Investments, Trade and Industry, established in 1990 by the EPZ Act CAP 517, Laws of Kenya. EPZA’s mandate is to promote and facilitate export-oriented investments and to develop an enabling environment for such investments. Mr. Omelu is an accomplished Strategy, finance, credit, and risk management professional with over sixteen (16) years of experience in strategic planning, management of strategic partnerships, resource mobilization, Government performance contracting, performance management, risk management, credit management, agricultural value chains financing, promotion of micro, small and medium enterprises and cooperatives management.
Before joining EPZA, he had worked at the Micro and Small Enterprises Authority (MSEA), Commodities Fund, Coffee Development Fund, Agricultural Finance Corporation (AFC) and Equity Bank of Kenya where he held various senior positions and handled strategic initiatives. He holds a Master's Degree in Business Administration specializing in Strategic Management from Moi University and a Bachelor of Commerce Degree in Finance from the University of Nairobi. Mr Omelu is a Risk Certified Professional I (Global Association of Risk Professionals-UK) and a professional Member of the Institute of Risk Management.

Antony Mwangi is an infrastructure and investment development leader with over 18 years of experience in the United States and more than 10 years in Kenya. A graduate of Youngstown University, Ohio, with a Bachelor’s degree in Civil and Building Engineering, he has worked on major projects including the rehabilitation of Baltimore City and multiple U.S. Department of Transportation initiatives.
His career spans road networks, land development, urban planning, and real estate—projects that connect people, strengthen trade, and drive economic growth. In Kenya, his contributions to transformative infrastructure earned him the Presidential Certificate of Honor from H.E. President Mwai Kibaki in 2014.
Beyond engineering, Mwangi is committed to mentorship and community service, serving on school boards and development forums to empower youth and nurture future leaders. Today, he continues to combine global investment expertise with a passion for inclusive growth, believing that true development not only builds structures but also creates pathways for people to thrive.
Col (Rtd) Khalif Aden Shabell has over three decades of military experience and expertise having held Command, staff, and training appointments at senior level including serving as a Deputy Defense Attaché in London and leading a Kenyan Peacekeeping Contingent to Sierra Leone, besides other UN engagements in Sudan and Ethiopia.
Col Shabell retired from the KDF in 2014 and subsequently joined IGAD as a Senior Security Adviser to the IGAD Special Envoy to South Sudan from 2017 to 2022, playing a crucial role in the establishment of the security mechanisms and institutions within the terms of the Agreement on the Resolution of the Conflict in South Sudan.
Col (Rtd) Shabell is a graduate of Camberley Staff College, UK, and also holds a bachelor’s degree in Sustainable Human Development from the Catholic University of Eastern Africa as well as an advanced degree on security studies from the Nasser Higher Military Academy in Egypt.
Ms. Khadija Wanjiru Mustafa is a holder of Diploma in Mass Communication with vast experience in Journalism, Public Relations, Research and Advertisement.
Ms. Mustafa is currently the National Director of Elections for Forum for Restoration of Democracy Kenya and Secretary Kutus Muslim Community.
Ms. Florence Mukami Wangui holds a Bachelor of Arts Degree in Economics from The University of Nairobi. She is a Director at Visionary In charge of social –economic programmes targeting women, youth and people living with disabilities in low-income rural areas.
Ms. Wangui is a Resource mobilizer, has vast knowledge in Monitoring and Evaluation and has delt with Capacity building of women, youth and people living with disabilities.
Dickson Murira holds a Master of Economics degree (Economic policy and Analysis), from Kenyatta University. He has worked for almost 20 years all in the Government of Kenya with different Governmental Agencies with assignments ranging from Cabinet Affairs Technical Support, Cabinet Decisions Implementation Coordination, Planning & Programmes Monitoring, New Curriculum Reforms’ Policies formulation and implementation, Energy and Petroleum policies development and programmes implementation coordination, Renewable Energy policies development and programmes implementation coordination, Technical Support to the Devolved Units, Decentralized Governance Planning and Development Coordination, as well as National Macro-Economic Policy Support.
His current position is as the Acting Secretary, Cabinet Affairs Delivery in the State Department for Cabinet Affairs. He’s an Alternate Director at Kenivest Board.
Mr. James Muoki Mulatya is the Deputy Director, Policy & Research in the State Department for Devolution.
He spearheads the review of Policies on Devolved System of Government and the development of Performance Functions by the Two Levels of Government.

David W. Kiboi is currently the Head of the Monitoring, Evaluation, Learning, and Public Investment Management Directorate in the State Department for Economic Planning, Ministry of National Treasury and Economic Planning. yDirector, Economic Planning. He has vast experience of over 30 years in the Public Service rising from the rank of Economist/Statistician to his current position. He has also served in the Ministries of Environment and Natural Resources; Water and Irrigation; and Planning and Devolution; Public Service and Gender. David is vastly experienced in strategic planning, economic and policy analysis, and budgeting in the Public Service
David holds Bachelor and Master’s Degrees in Statistics from the University of Nairobi. David has received extensive training in Performance Monitoring and Evaluation, Deepening of Results Based Management in Public Service and Strategic Leadership. He has served in the Boards of Ewaso Ng’iro South Development Authority and the National Youth Service as an alternate Director to the Principal Secretary of the respective parent State Departments.
John Mwendwa, OGW, is the Chief Executive Officer (CEO) of the Kenya Investment Authority (KenInvest). With over 20 years of experience in investment, trade, and industry across Africa, he brings significant expertise from both public and private sectors. His recent government positions include Secretary, Strategy Execution at the President’s Strategy & Execution Office and Senior Advisor for Investments in the Ministry of Investments, Trade & Industry.
He was awarded the Order of the Grand Warrior (OGW) by the President of Kenya for his contributions to the Ease of Doing Business agenda.
Mr. Timothy W. Mwangi is a holder of Master of Arts Planning and a Bachelor in Science both from The University of Nairobi. He is in charge of Policy formulation and implementation in the Department for Physical Planning, Corporate member of the Kenya Institute of Planners and a Registered Physical Planner. He is also a member of various Task forces and Committees within the Department of Physical Planning.
Due to his vast experience in Strategic Leadership, Mr. Mwangi is involved in Policy Formulation, Preparation of Physical and Land Use Development Plans.
