James Muoki Mulatya is Deputy Director, Policy and Research in the State Department for Devolution. He leads policy reviews on the devolved system of government and the development of performance functions across both levels of government. He represents the State Department at KEPSA meetings and serves on the EU-funded IDEAS programme implementation committee.
